Personality:
The first word that absolutely comes to mind when looking at Chloe Price is "punk". Ombre hair, tattooed arm, skulls on her shirt, and all with a vulgar spitefire attitude to match it. It would be hard to say that she "wasn't always like this" because even in the past it was very clear that Chloe's inner punk was always there, waiting to come out. It only didn't manifest until well after her father's death, and her mother's remarriage to a man Chloe absolute despised. Depressed, grieving and unable to cope with her mother's choices she rebelled and she rebelled hard. Skipping classes was just the start, and even an early picture of her and David showed that she started with a single strand of blue only to make the jump to a fully dyed hair and the clothes of some one who would rather be stage diving than going to school. She was angry, angry at the whole damn world and in her mind she had every right to be.
Chloe has serious abandonment issues that Max moving away didn't help at all. The lack of communication between them left Chloe to turn to Rachel Amber instead, who was a teen that only influenced Chloe's delinquent tenancies, getting them both in to trouble in many different ways. Chloe's issues with people "constantly ditching her" only got worse when Rachel vanished, convincing her that there really was no one in the world that she could trust or that cared about her. She believed in this so strongly that even just finding out that Rachel had been involved with Frank made her completely freak out to the point where she even lashed out at Max, stating that Max moving away was equivalent to not only her dad dying but her mom remarrying in terms of betrayal. In her mind blaming other people for the poor fortune in her life is "the only way she can deal with it" because if she doesn't do so, she would consider everything to be her fault instead. Sadly a very irresponsible and immature outlook on life, but for some one who has been dealt a poor hand and poor skills to cope with it, it makes sense that she would see things this way.
Her poor coping skills also led to probable drug issues in the past, likely heavier than what she is currently in to (alcohol and weed) though she obviously took steps to at least get away from that level of addiction and abuse. Why is never clearly stated, and it's only ever insinuated. Given her young age it's likely whatever was going on with that it didn't last long.
Despite her negative and often difficult attitude and behavior towards other people, she actually does have a good heart deep down. Her adventures with Max in learning the truth about Amber as well as the other secrets going on at Blackwell Academy rekindled the close friendship she had with Max to the point where Max does consider her reliable and willing to jump in to action when those she truly care for need help. Though she started out fairly insensitive towards Max (and other people) after she returned, incidents that took place during and in between their investigation of Max's powers as well as Rachel's disappearance (such as Kate's suicide and knowing that Max has saved her on more than one occasion) have softened this trait enough that she doesn't seem nearly as harsh and abrasive. She still is. Absolutely. Just. Not at much as she was at the start.
She is also very possessive of the people she considers friends, to a nearly clingy level because of all the things that have happened to her. While many of her other negative traits have calmed down since Max's return, this one still seems to strong and present. She gets jealous easily because of it, but in the same vein it also means she trusts people she just met even less than a normal person would. Once she has that friendship (however long it takes to get that far) chances are high she will exude at least some level of "this is mine" to those around that person.
Powers/Abilities: Chloe, unlike Max, has no supernatural abilities. She admits to being a "science nerd" in the alternate timeline and shows good grades in most of her subjects before she was no longer able to attend, hinting that her attendance at Blackwell Academy was science based rather than art based like Max. In the "true" timelines, though, her delinquent tenancies keep her from attending instead. Chances are she still has the brains to back up whatever "science nerd" like she claimed to be in the other time, just not the education. She also knows how to fire a gun and has at least marginal skill in picking locks.
